[Ext-GDE-114] Changes from CCR#23 (BDS) now formally part of BC

I am announcing that BCD was updated this week to incorporate changes
to the BDS section according to CCR#23, as per EC's formal approval on
January 29, 2007.

I would like to announce that the GDE Executive Committee has
officially approved the adoption of the Change Request for the Beam
Delivery section of the Baseline Configuration Document as recommended
by our Change Control Board (CCR#23).  This change request was deemed
a class 2 change, requiring EC approval.  With this decision the push
pull beam delivery system is now our official baseline.

The BDS group, in collaboration with the MDI and experimenters, will
continue to develop this concept during the engineering design phase,
and we will organize the effort with the WWS and announce a charge at
a later time.  This configuration change is motivated by the large
cost saving realized by eliminating an entire beam line in the beam
delivery system.  Intensive studies were carried out this past fall
that provide the basis for making the change, although important
concerns remain and will be addressed in the detailed engineering
design.  The experimenters have requested that the 2IR, single hall,
two detector option be carried as an alternative and we agree with
that request.
